12/31/2025 UPDATES -
Below is the FY 2027 budget request for the proposed Fairwood Special Community Benefit District (SCBD). This budget supports the rehabilitation and improvement of key shared community assets, including the playground, parking lot, pool, and pool house.
Why you are receiving this budget now
Anne Arundel County requires that proposed SCBD budgets be distributed to the community for review prior to official submission. Sharing this information at this stage ensures transparency and allows residents to understand the proposed scope, costs, and financing approach before the budget is finalized and submitted to the County.
What this budget represents — and why the full amount is shown
The FY27 SCBD budget is a one-time authorization budget, required by Anne Arundel County to legally establish the district and authorize the full scope of work.
For this reason, the County requires the entire project cost to be shown in the FY27 budget, even though the improvements will be financed and repaid over many years. This full authorization is necessary to secure financing and proceed with construction.
The amount shown on the County budget form is not the annual cost homeowners would pay.
How the project will actually be funded
The Fairwood SCBD intends to finance these improvements through a fixed-rate loan over 20 years, anticipated at approximately 5% interest.
Based on the finalized budget total of $712,000 and 156 homes, this results in:
- Estimated total annual loan payment: approximately $57,100 per year
- Estimated annual cost per household: approximately $365 per year
- Estimated monthly cost per household: approximately $30 per month
These figures reflect standard loan amortization and are provided for planning purposes. Final amounts may vary slightly based on final loan terms, but the financing structure will remain fixed once established.
Budget reflects community input and finalized pricing
The total budget amount reflects:
- Feedback received from residents during the SCBD community meeting
- Refinements to the project scope based on that feedback
- Updated contractor quotes and current pricing
This ensures the budget is realistic, comprehensive, and aligned with community priorities.
Assessment stability and cost certainty
Once the SCBD budget is finalized and approved:
- The project will be funded through a fixed loan
- The assessment will not increase or fluctuate
- There is no risk of future cost increases being passed on to homeowners
- Funds will be available upfront to complete the work as planned
How future SCBD budgets will work
It is important to understand that FY 2027 is the only year in which the full project amount is budgeted.
Beginning in FY 2028 and each year thereafter, SCBD budgets will:
- Include only the annual loan repayment amount (principal and interest)
- Include applicable administrative costs
- Reflect the actual annual assessment billed to homeowners
In other words:
- FY27 authorizes the project and financing
- FY28 and beyond fund only the yearly repayment
This is the standard process used by Anne Arundel County for SCBDs that finance capital improvements.
Status of the SCBD petition
The SCBD petition format is currently under review by the Special Taxing District Coordinator and the Office of Law. We expect to receive the finalized, approved petition format shortly, at which point the petition process will move forward.
What happens next
- Community feedback on the budget will be incorporated as appropriate
- The finalized budget will be submitted to the County by the required 1/31/2026 deadline
- The SCBD petition will be circulated once the approved format is returned
- Ongoing updates will continue to be shared with the community
